Although still packed with the usual high-octane kung fu action and spectacular stunts (choreographed by Biao Yuen), this is one of Jackie Chan's more sensitive films. Tat Fung (Chan) is a respected police officer who gives up his dreams of sailing around the world in order to care for his mentally disabled brother, Danny (played by director Sammo Hung). However, when Danny is kidnapped after getting unwittingly caught up in a gangland dispute, Fung must fight his way out of a tricky situation: Danny's kidnappers want Fung to divulge the identity of a police informant, but telling them would risk not only his job but another man's life...
