Liberty Wallace (Linda Fiorentino) is an arms manufacturer who has made a fortune out of trading in weapons. She receives a phone call from a man named Joe (Wesley Snipes) whose daughter was killed by one of Liberty's guns in a high school shooting, and he tells Liberty that he currently has a high-powered rifle aimed at her. Eager for revenge, Joe also wants to expose the shady dealings of Liberty's company, and tries to negotiate a confession from his hostage. When Liberty's husband (Oliver Platt) arrives with the police, the tense situation grows even more complicated.
