Woodward as a very ordinary agent. James Bond he isn't.

This is the whole point of the movie. Forget laser guns from Q and unlimited expenses. Callan merely requests a Range Rover with dark glass and an ordinance survey map of the district where the target lives. He even has to obtain a gun through the underworld. But to me that's the refreshing change of pace. Think Harry Palmer without the sex appeal and your there.
