This is the story of an educated young man (Amitabh Bachchan). He has to sell 'BHEL PURI', do manual labour to fill his belly. With his meagre income he eats in an ordinary eating place in the slum. The owner of the hotel (Poornima) and her daughter Anu (Yasmin Khan) regard Amar as son and brother respectively. There is also a notorious and rowdy man in her slum by the name of Bhoopati (Ranjeet). He is a menace to the slum. With the help of Shankar Narayan (Kader Khan), Amar becomes a Police Officer and with his honesty and hard work he rises to the rank of Assistant Commissioner of Police. Shankar Narayan is a notorious leader of the OPPOSITION PARTY - 'GARIBON KI PARTY'. He persuades his friend SEETHARAM (Utpal Dutt), a millionaire and a very important person in the party, to marry his only daughter Asha (Sri Devi) to Amar, which he does. Both these villains involve this honest, patriotic police officer in their nefarious political activities. But when Amar realises this, he is neck deep in trouble. He is forced to resign his job; dance to the tunes of these two characters. Both these fellows promote Amar into a political career. He is elected as the leader of the majority party and becomes Chief Minister Designate. And then Amar shows his true colours.
